Religious Liberty Commission Analysis Report
The Religious Liberty Commission Analysis Report is a comprehensive policy document submitted to the Texas Senate Select Committee on Religious Liberty in September 2026.
It examines the structure, mandate, and performance of the Presidential Religious Liberty Commission, with particular focus on the removal of Commissioner Carrie Prejean Boller by Texas Lt. Governor Dan Patrick.
Drawing on constitutional analysis, witness accounts, Commission transcripts, and Boller's own descriptions of events, the report documents how her pro‑life Catholic expression was chilled, restrained, and ultimately punished—contrary to the protections guaranteed under Article I, Sections 6 and 8 of the Texas Constitution.
